Hi stencil, welcome to Pocket PC Thoughts. There are two easy ways to achieve this:

(1) Through ActiveSync. If you install your applications using your desktop, you will be prompted on whether you want to install the application in the default directory. Select 'No', then choose the SD card as the installation path, and it will install the application on there.

(2) Locally using an application such as CabInstl. If you commonly deal with local device installers (CAB files), you might want to grab hold of an application called CabInstl. By default, pre-Windows Mobile 5.0 devices will install a program to its default directory when you execute the CAB file within File Explorer. CabInstl provides more options by allowing you to choose the folder path for installation.

Then, use CabInstl and, say, the CABs-out-of-EXE-files hacking described for example here (http://pocketpcmag.com/forum/topic.asp?TOPIC_ID=14246).
