This question has just been posted to the PPCMag forums (http://www.pocketpcmag.com/forum/topic.asp?TOPIC_ID=18251). As it's a frequently asked question and my answer also shows the merits of using DumpRom, I also cross-post my answer, in the form of a complete tutorial, to other Pocket PC boards.
In this tutorial, I assume you have a German Pocket PC and would like to use the English dictionary on it. If you need French on, say, an English device, you only need to accordingly change the filenames to copy – this is logical.
ATTENTION: you should consult your lawyer/ contact Microsoft/scrutinize their legal stuff on the question before doing what I describe in this tutorial. I'm pretty sure if you have two Pocket PC's, one of them being an English one, then, you can use the English operating system on your other, non-English PDA too, which may also mean you can freely exchange the dictionary between the two devices. It's even possible that you may install different versions of the built-in dictionary even without actually having another Pocket PC in the target language.
It's, fortunately, very easy to install spelling dictionaries of different languages on Pocket PC's – it's far easier than changing the language of the system.
Both the Windows Mobile 2003 (WM2003) and the Windows Mobile 2003, Second Edition (WM2003SE) (and, incidentally, their Phone Edition editions) operating system use exactly the same dictionary files. This means you'll be able to transfer the English dictionary file from your 'old' WM2003 PDA if you have a new, WM2003SE one – there are a lot of choices.
The WM operating system stores the dictionary in a 448 kbyte-large file named 'mssp2_ge.lex' in the \Windows directory of your PDA. Note the bold ge. It shows it's a German dictionary.
All you have to do is the following: on your English WM2003+ PDA, navigate into \Windows (preferable with a desktop-based tool like Total Commander (TC) + its WinCE FS plug-in (http://pocketpcmag.com/forum/topic.asp?TOPIC_ID=15577)), look for the file named 'mssp2_en.lex' (en, as you may have already guessed, stands for English) and copy (F5 in TC) it to the desktop.
Please note that you'll need to exit Word for this file to be readable. If you still can't access it (because it's, in the IT terminology, locked), but you DO have an English PDA so you can rightfully use the English dictionary on your other PDA's too (again, consult your lawyer on this), you may extract this file from ROM upgrade images. Please read this article (http://www.firstloox.org//forums/showthread.php?t=4774) on using ROM extractor tools like DumpRom (http://wiki.xda-developers.com/wiki/DumpRom). I think you may rightfully do the same if you do have an English PDA but it's not working, so you can't copy the English dictionary from it either.
Where to get ROM images from? If you are absolutely unsure, use the Pocket Loox 720 ROM upgrades (http://www.fujitsu-siemens.com/support/linkapplication.html?LNG=EN&ProductID=3098), I've tested them, they work great. Click the Select All checbox in the column on the left and click Go. On the next screen, choose the right download under Operating Systems Tools .
These PL720 ROM images have been released in three languages (English, German, French). Please note that the the French version of the ROM (if you want to use French dictionaries on PDA's using any other languages) will be uncompressed to c:\fsc.tmp\PocketLOOX7xx\FlashUpdateV713\OSV_10009F.nbf , the English to c:\fsc.tmp\PocketLOOX7xx\FlashUpdateV712\OSV_10009U.nbf and the German to c:\fsc.tmp\PocketLOOX7xx\FlashUpdateV711\OSV_10009G.nbf. Extracting the given mssp2_< language code >.lex file is done in the way I've explained in the linked FirstLoox thread.
After you've saved the mssp2_en.lex file on your desktop, rename it to mssp2_ge.lex (still on the desktop). 'Rename/Move' is F6 in TC.
Now, disconnect your English and, subsequently, connect your German PDA to the desktop computer. Copy the previously-saved&renamed mssp2_ge.lex file to its \Windows directory.
After this, Word should see the new dictionary – just give it a try.
You can even keep these DLL's on your PDA (in separate directories) and only copy the right one to the \Windows directory if you need that particular language.
