what pda can i use for video conferencing? id rather get a build it camera pda like ths IPAQs. can the cameras on these be used for video chatting esp. for msn?

You'll need to use MS Portrait (http://www.winmobiletech.com/portrait).

Unfrotunately, it doesn't know the built-in cameras of any current PDA with camera, only CF/SD cameras.
