Need recommendation for English-Spanish dictionary/translator software

LingvoSoft has a good range of translator/flash card software, so that's always worth a look.

In addition, you might want the Encarta Pocket Dictionary (English-Spanish) available for Microsoft Reader. It's a free download. :)
