If I bought the GPS attachment for my x50v would I have to pay a fee to use the features? If so how much is it?

Where is a good place to shop for Car mounting kits for PDAs?

There is typically no fee for using mapping software with a GPS receiver - you pay for both once and off you go. Upgrades may be another matter but that is certainly not a monthly fee. There do exist some 'add-on' services (i.e. TomTom realtime traffic info) that are subscription based but you don't need them to get from point A to point B.

Arkon (www.arkon.com) sell both GPS units and car mounts at reasonable prices. I have had very enjoyable dealings with them so far both with customer service and the products themselves.

There's no fee for using the Global Positioning System itself. Or, you might say that the fee is already covered. The constellation of satellites that make up the GPS are built and maintained by the US Department of Defense, and are freely available to everyone else. You need to buy the receiver, and any software you want to use with it, but that's it.
