Which is the easy and best way to convert DOC or TXT files to MS Reader?

There'a a program somewhere called ReaderWorks Publisher. It's a plugin for Word that lets you open a document and convert it to MS Reader format.

Asctually I use this one a lot to convert all sorts of text and documents into Reader files. The other one mentioned here is a bit more powerful, but not really necessary unless you are trying to make something more advanced, for instance you can set fields for Author, genre etc.
