Yes, when you hit the power button, it suspends your device. It still uses some battery power, but very minimal. This is why you must recharge your Pocket PC regularly, or risk your data being lost, because it is stored in RAM, which, just like PC RAM, is erased when it does not receive power.

I would have answered No. Suspend is what happens when you hit the on/off button, but it is far from Power Off. What most would consider Power Off is not acheivable on the PPC. Unlike a cell phone, which you can turn off completely, the PPC always draws some power to allow timer based events to occur, such as alarms, scheduled backups, etc. There are applications that do consume processor cycles and hence, power, even when the PPC is in suspend, which will cost you battery life. Understanding that these sorts of things exist, and that they don't close, but rather background when you hit the X, can help you understand why you get more battery drain while "off' sometimes more than others. Personnally I tend to make sure all apps are actually closed witt a task switcher before putting the PPC away for a while.

Yeah, the PPC is never really "off" unless you remove the battery and let it sit for a short while, until the backup battery is flat. Until there is no power, the PPC keeps running to keep the memory active (so as to not lose the data) and to perform reminders, etc (as previously stated).
Also, on my Mini, the phone always remains on (unless you set it in flight mode) and a GPRS connection is kept active unless you turned it off.
