The 6315 is running Pocket 2003 Phone Edition, the question is can one develop apps for it or does the device need to be opened up?
From what I have read this depends on the providor/vendor in this case direct from HP, or mobile-planet
anyone buy one direct from HP? or Mobile-Planet?

It is SIM locked to T-Mobile. This does not preclude you from loading any apps on it. It just means you can't put another provider's SIM in it.

I read about the locking in an MS Book, but this pertained more to
smartphone then the mobile phone edition.
But it stated that the providor could lock out the device to app development!
So you have purchased and put some apps on an ipaq 6315?

To be precise, it only pertains to Smartphone. Pocket PC Phones have no app locking as of this time. You can definitely develop and install unsigned applications on the iPAQ 6315 or any other Pocket PC Phone currently available.
