There are lots of metro-wide 802.11* intelligent routers out there, many public safety agencies are building out their own wifi network for their police officers and firefighters. Netmotion and Padcom are the two major companies that offer software routing solutions, but NetMotion is the only one that I know of that offers the PocketPC client for their software routing products.
