My dads birthday is coming up and he has a ipaq 4700 and a Tmobile sony ericson handset with bluetooth and a jabra bluetooth earpiece. I was wondering what program you recommend for dialing the phone from the 4700 without touching the phone and sending it to the earpiece. I am pretty sure this exists but I was wondering what progam this is and what experience anyone has had with it.

In the Contacts app, you should be able to tap-and-hold to bring up a menu that includes the option "Dial via Bluetooth".
