Heh, this one's a doozy. Ok, it works (or fails to work, depending on your point of view) like this:
You CANNOT use the iPaq as an internet connection by attaching it via a cradle or cable to the USB port. The iPaq USB driver as well as ActiveSync do not support this. So far, nobody has made third party software to do it either. In short, this is not an option for you.
You CAN (kind of) use the iPaq as a bluetooth modem, however that is dependant on your computer having bluetooth. If it does not, then you can add bluetooth capability by using a USB adapter for it. The iPaq has a dial-up networking profile that allows you to use it as a virtual modem. You turn the iPaq on, then tell your PC to dial *99# using the iPaq as a virtual modem over bluetooth. It's wierd, and it works, BUT ONLY if your iPaq meets one of these criteria:
1. You use the hacked BlueTooth stack upgrade that mswlogo made which upgrades BlueTooth from version 1400 where the dial-up networking part doesn't really work to version 3500 where it does.... or...
2. Install the completely unsupported firmware update that the guys on the PDAPhoneHome forums made by forcing the iPaq 6365 firmware update to install on the 6315. This will upgrade your bluetooth stack to version 3400 where the dial up networking supposedly works (I haven't tried it, but there are reports that it works good) but will void your iPaq warrenty.
What a set of choices, eh?
You can get the updated unofficial firmware as well as mswlogo's bluetooth stack patch from this link:

Good luck! (You'll need it.)
