IF I did a HARD reset would I have to download all my applications and data again, but have the OS intact, or would I have to download the OS too from my original DEll CD ROM??

You would have to reinstall your software and data. You OS would be intact. What exactly did you get off of your CD-ROM?

I think the CD ROM has Active Sync, Outlook and a vague PPC enhancements collection. Not sure what all that means.

By the way, if you're doing a hard-reset it would be a good idea to flash your device's ROM to the latest version. Newer versions offer improved performance and bug fixes and they are strored permanently on your ROM.
My advice:
-backup your personal files and make a list of the apps you'll re-install
-upgrade the ROM from the Dell website (which ends in a hard reset)
-reload your data.

Just as a clarification, cross-ROM restoration procedures shouldn't be performed.

1] Do you mean I shouldn't download the newest ROM (BTW: NOt quite sure how that works) from Dell website?
2] Can I restore data from the desktop where I backup my X5 data?

(1) No. I'm not advising against a ROM update. If anything, I'm for the ROM update. You usually get a whole bunch of bug fixes and extra goodies with it. But be prepared to reinstall everything manually. You shouldn't be attempting a restoration of your program files from a previous ROM version to a new ROM version. Things don't work so blissfully that way.
(2) It's the same principle. You may run into a bunch of errors under such circumstances. :)

So I can go to the DELL website and download the ROM similar to downloading software?? Just have to reinstall all apps from the desktop
