what is a good program to sync storage card with a desktop folder.

I would like to syn a specific folder on my PC with a folder on the SD card on my PPC. Is there a good program that I can do that with or some funciton already built in?

Try MobSync. It works through the ActiveSync connection but allows you to sync just about any location on your PPC with any location on your desktop PC. And it's free! The download site is primarily in Japanese but the app has an English language version that is clearly identified for download.
