Can I upgrade this XDA tp PPE 2003?

I bought this on eBay and would like to know if I can upgrade it from 2002 to 03.
Please notice how it is not a US t-mobile.

You'll find a lot of information about upgrading the phone and if you search the forums you should find more information about how to upgrade the ROM to 2003.
