Will this do anything to improve my iPAQ? I just bought, and it came with ROM 1.0. Does the v1.1 have any bugs or problems at all, and does it add anything? Thanks.

Definitely worth the upgrade. There are some wireless networking improvements that are spelled out in the documentation.
For me, my connection to my home 802.11 network has become almost instant when I turn my device on.
Believe me, it shouldn't screw anything up ;)

Will my backup that I made (with the included iPAQ Backup in ROM) work to restore my PPC, or will I need to completely reload. I only just got this PPC (about 1.5 weeks ago), and don't want to reload all over again.

I wouldn't restore a backup over an upgrade, personally. Some of the files that are upgraded may get over-ridden with the older versions.
If you're happy with the current state, don't upgrade. In any case, I've never seen any major hassle with reinstalling all my apps. Using ActiveSync, you merely check all the apps you want back on your device that have already been installed.
I can usually get a hard reset PPC back to the previous state in about 20-30 minutes, including inputing reg codes, etc.
But it's your choice ;)

Well I did the upgrade (about 2.5 weeks ago) and it has fixed the alarm problem (where the PPC would not turn off properly until a reset), but I still get the problem where the thing keeps asking me to dial up. I think it might have been Inbox, as I had it set to connect and download mail. See how it goes.
I ended up reinstalling from scratch. Makes it nice and clean.
