How can you convert AVI video to a format that is compatible for viewing on the h4150?

That's a bigger question than you think. AVI is actually an envelope that encompasses several different media formats so it would help if you could identify the specific format you need.

It might be a lot easier to get a multi-format player for the Ipaq. My personal favorite is called Betaplayer. It's an awesome program, and a free download from CoreCodec.

The easiest way is to get the Windows Media Encoder - it's free:

There's a template for the Pocket PC settings, and it works really nicely.

Alternatively, if you want to encode to a Pocket PC friendly DivX format, you can use PocketDivXEncoder and then use BetaPlayer (as previously suggested) to play these files.

It does justice to the uncompressed AVI file size.
