windows pc same as pocket ce??

when i bought my ipaq 5455 the seller said it was pocket pc 2003 as operation system i checked with asset viewer and it says OS Version: Windows CE 4.2...is this the same as ppc 2003?
i thought windows ce was development for ppc, anyway can i upgrade to ppc2003 anywere i can download it?
