Hi,

I just search on several shops online but it isn't clear for me. ALL HP Ipaq 6315 sold in USA are T-Mobile SIM-locked ?

On HP shopping website, they said "Phone capability requires separately purchased service contract from T-Mobile (exclusive service provider for HP iPAQ h6315s). ".

But on other hand Buy.com seems to sold a 6315 free without activation required http://www.gottadeal.com/deal-info-id-4032-store-buy.html

All the 6315s sold in the U.S. are locked to T-Mobile, including the ones sold by Buy.com. All they meant by not requiring activation is that you don't need to sign up for a service plan to get that price. You can, however, get the 6315 unlocked and then use a different provider's SIM card in it. Try calling T-Mobile and asking them to unlock it. If that doesn't work, you might try asking your new provider.
