I was surprised that the Adobe download page
http://www.adobe.com/products/acrobat/acrrppcdload.html
doesn't even mention WM2003. It says:
"There are two versions of Adobe® Acrobat® Reader® for Pocket PC available. Acrobat Reader for Pocket PC 2002 runs on all devices that use this newer (!) operating system. Acrobat Reader for Pocket PC runs on devices that use the original Pocket PC operating system."

Presumably that means (in 2004, using WM2003) that I need the Pocket PC 2002 version?

The Pocket PC 2002 is fully functional with WM2003. Adobe haven't really updated their Acrobat Reader for Pocket PC in a long time, although they claim that they are working on an update to support the latest-generation of PPC devices. No talk as to when it will be released yet.

most of software developers compile their code for windows mobile 2002.
the reason is version 2002 and 2003 are identical 95%+ from a programmers perspective, but if you compile your code to run on a wm2003 device, then you have to think of wm20002 users too
