I ripped my DVD using smart ripper- no problems, great software. I used DVD2AVI- great program. TMPGEncoder- quality of video sucks. Now I have seen some peoples MPEG videos and they look like dvd quality, why is the quality of mine suck. Am I using the wrong settings or is that the way TMPGEncoder turns out?

TMPEGENC is a top-notch MPEG encoder. I've been using it for years and have always had stellar results. Therefore I'd say that your settings (or your expectations) are incorrect.

What output size are you specifying ?
What video bitrate ?
Seems to me you have the bitrate too low for the output resolution.
