Establishing a Standard Operating Environment (SOE) on Pocket PC

The organisation I work for is getting more and more Pocket PCs and they want to establish a standard operating environment for stuff like today theme, WiFi configuration etc.

I thought I saw here once an app that lets you deploy and mange your Pocket PCs configurations like this. Can anyone remember what it was or suggest something that can?

That's certainly an option but I've seen something better that you can update SOE remotly. Any other options?
