Anyone know of a free program that lets a laptop (Windows 98 SE) with a wired AND WLAN NIC act as an AP for other wireless devices to connect to the internet through?

Won't Internet Connection Sharing allow that? I don't remember if it comes free with Windows 98 SE, though.

I'm not sure if internet sharing would let me set WEP keys and such though

Your WiFi card came with driver software, right? Usually you set the WEP keys there.

Whether this would all work together is another matter, but why not try it? You'll probably want to set your WiFi card in ad hoc mode and turn ICS on. As I have never used ICS, I can't be much more help, though.
