I'm trying to figure out how to create a list in Pocket Excel. Can I use lists in Pocket Excel? If so, how?

I don't understand. You can create a mental list using one column and many rows. Can you explain more precisely what you need Excel to do?

Can I use drop-down boxes in Pocket Excel?

How do you do that in regular excel? I'll test PX after I know how.
I'd venture to guess that it doesn't because that would proably be an advanced feature, just a short while until PlanMaker (http://www.softmaker.de/index_en.htm)is availible

As far as I know, you cannot use drop down boxes in Pocket Excel. What you can do is use a specific worksheet for each specific list, name the tab accordingly, and toggle between them as needed.

First you enter what you'd like in the drop down box--each item in it's own cell. Then you select the cell where you'd like to have the drop down box. Once the destination cell is selected, you go to the Data menu and select "Validation." From there, a pop-up appears. On the first tab, you choose "list" from the first drop down. Then "Source" appears in the pop-up, under a greyed-out box. You click just to the right of that cell and it allows you to go back to the workbook. From there, you select the cells of info you want in the drop-down. Once they're selected, you back to the now minimized pop-up window and click okay.
