The answer for the Pocket PC is no, even though your Activesync can turn desktop .mdb files in Pocket Access .cdb files. So you can have your .cdb file on your Pocket PC, and all you'd need is a program to make good use of that file. That is where a program like Data On The Run steps in. And now, Biomobility has released version 4 of this database application. There's a large list of enhancements, dealing with speed, ease of use and even a new look (courtesy of Fabrizio Fiandanese, who is responsible for the Thoughts look as well). I used Data on the run version 3 and I really was impressed with the speed. Now I'm using Visual CE which allows me to create better forms and reports but I'm thinking about to updrade my copy of Data on the Run because this is a very good tool to create cdb in your PPC and run queries.

I have no clue how this compares to HanDBase, but it's certain much more affordable. I hope the feature set isn;t proportional to price.

HandDase, SprintDB and Visual CE allow you to create better forms, these programs are more oriented to create applications to be sold or to be used by people that don't know any thing about SQL, etc. Data on the Run an application for people that want to have something to open a cdb and run a query on it, people that don't need a form but need the capability of create access tables, modify existent tables, run queries, etc. Data on the Run wont allow you to create an application that you can give other to use.
I haven't used HanDBase before, I've been using DOTR version 3 since December. It is nice, because it is built to be compatible with Pocket Access and can use the built-in Active Sync conduit to synchronize the data to an Access DB on your desktop. The worst part for me is that you can't do joins. However, with the sync feature, I just do the "fancy stuff" on the desktop, and DOTR works fairly well for quick queries and data input away from the desktop. Quite nice for the price in my book...
