You cannot do this natively in Pocket PC 200/2002 or Window Mobile 2003 but there are quite a number of third party apps that will allow you to add shortcuts on the today screen. One freeware solution that comes to mind is Launcher (http://www.scottandmichelle.net/scott/cestuff.html) although I am sure others will chime in with more suggestions.

claunch is the program you want.
its so easy to use. just copy the shortcuts of the programs you want to the claunch folder.
