We are running Exchange 2003 and using Outlook 2002 on our Samsung i700 Pocket PC. We never see the appointment option in the inbox which would allow us to accept or reject a meeting notice. We only see the standard reply options that are available for all appointments.
If auto-accept is turned on for the user, the meeting notice will be accepted once the notice is opened otherwise the meeting notice remains in the inbox and its status on the calendar remains tentative.
