There are many good ones out there. Personally I use Sharpreader (http://www.sharpreader.net/). It's free and interface is simple and easy.

if u use trillian for your IM needs, you can install the RSS plugin which'll give you live news feeds 24/7. it's a simple small plugin that does the job and avoids installing a separate stand-alone program for your rss needs.

I use the RSS Reader Panel (http://texturizer.net/firefox/extensions/#rssreaderpanel) for Mozilla Firefox. It's got just about no features, but it does what I want it to do, and it's integrated into Firefox.

I currently use SharpReader too, but I am very interested in trying out FeedDemon (http://www.bradsoft.com/feeddemon/index.asp), since it looks like it has everything I ever wanted in a RSS readers. On my Pocket PC, I use PocketFeed (http://www.bradsoft.com/feeddemon/index.asp).

It's not free but I use NewsGator which integrates right into Outlook on the PC. It's simply a great program and automatically organizes all new items by feed.

Ditto on Newsgator, especially with Fetchlinks (http://graemef.com/?q=project/fetchlinks). The only problem is that I now have oodles of news to read. ;)

I have been really impressed with bloglines. It is a web based reader that keeps track of all my feeds, and I can access it from any pc with any browser even a mac. I even use it on my 4355 and treo 600, the formatting isn't just right on the pda but still works. But for the PC it's great! http://www.bloglines.com

I tried PocketFeed last night and was pretty happy with it. It's very basic though, and lacks nice features such as bolding new items, allowing multiple levels of folders, "new item" icons, etc. But for the bare bones RSS reader, it's pretty nice.
