For Pocket PC 2002, I've always used this:

But in fact I cannot find HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\Cache\Content\ in WM2003.
So I have a question: does this apply only to Windows Mobile 2003?
