Try downloading PocketMVP or PocketTV (http://www.pockettv.com). They are both free and will play your MPEG files.

When using any of these programs you do need to be sure your file is the right frame size and bitrate. If they are not you'll need to convert them. Both PocketTV and PocketMVP should tell you the maximum frame size and bitrate they can handle.
If you have windows media player 9.0 on your PC you should also have Windows Media Encoder. (If not it's a free download from Microsoft) With Encoder you can take most video files and encode them for PocketPC playback into WMV files that will play nicely on your WM2003 media player.
