IE Tools PowerToy Problems

This powertoy says I can set the internet explorer cache. Once it is installed, I cannot find where to change these settings. Any help would be appreciated. thanks!

It installs itself into Start => Programs. However, I changed the setting and it doesn't seem to work for Pocket PC 2002/WM2003, at least the last time I tried, which was a while ago.
