I would like to create videos for my Pocket PC (small ones) and they have audio. I use Windows Media Encoder for Windows 98 SE. It only includes codecs for Windows Media Audio 9 Voice & Professional. They don't offer any of the 32Kbs audio sampling codecs I would like. Does anyone know where to find them?

Have you tried using PocketMVP http://www.pocketmvp.com as a player and using VirtualDub to encode them?
You might want to try out this site http://www.bigdsvideo.com/.
They have some good tutorials with screen shots to help you on your way. Good luck :D
