Make your start button act like an windows start button?

OKay here it is what I would like to do is find a program that will allow things like settings and programs from the little flag on the top right hand to then go to a sub menu and not a full screen display.... anyone know of a program that will allow it to actually look more like a true "menu bar" and not an item selector that then takes you to more items.

BTW I am running an Ipaq 2215 running W2k3
