It depends upon how much of an XP style is acceptable. You can use a simple Today Screen with WISBar skin and plug-in like tdlaunch or claunch. That's the freeware solution.

There's a nice looking winXP-like skin for dashboard. The skin is free, dashboard costs $13.99.

And there's my WinXPSE UI for PPX. My UI is free, but PPX cost $9.99.
