Live Streaming with HP 2215

Hey,

Can someone please tell me how I could listen to a live stream on the HP 2215?

More specifically, I am looking to listen to:

http://www.state.de.us/dsp/

If you scroll down towards the bottom of the page, you will see an area where it says:

DELAWARE STATE POLICE - 911 SCANNER.

HOW can I listen to that on the PPC?

I would also like to be able to stream music from the internet. Is that possible?

I have both wireless access internet w/ T-Mobile and I have a wireless network at home.
