What program do I need to open .tar files?

I think it's a compressed file, but I'm not sure. Maybe WinZip or WinRar can open it.

JR is right - it's a compressed file. Winzip can handle it, as can my preferred archiver/unarchiver: Stuffit (http://www.stuffit.com/win/deluxe/index.html).

.tar files are typically used on linux/unix systems. So the contents might not be of much good if you're running windows.
