To your first question: no, not yet, all still rumor.

To your second question: GSMwise, the best PPCPE today is the "XDA II" (http://www.phonescoop.com/phones/phone.php?id=394). Bluetooth, 128MB of RAM, transflective display, and supposedly quite fast. CDMAwise, the best PPCPE is probably the Samsung i700 (http://www.pocketpcthoughts.com/articles.php?action=expand,20748&start=0) -- no BT, but 64MB of RAM, transflective display, and 1xRTT. If I had to pick between the two, given equal networks, I'd probably vote for the former, but I own an i700 as GSM coverage near my house is poor.
