I want to use this on my IPAQ 1930.......

How good is it?
Can you use it with the power plugged in?
What about a USB sync/charge cable?

Think for a keyboard to be useful I need it to connect to my PC at the same time.

I want this keyboard to be my cradle as well. Saves me buying a cradle.

Yes, you can use it, but no to all of your other questions. The 1900 series can only use an IR port, so there's no charge or sync capability.
