I read a little bit about this program and it looked interesting. Unfortunately, it only works for the 1910. Is there any universal speed-up program available, or at least something that will work with the 2210?
Also, how safe are these programs? I get the feeling that the speed boost comes at the price of some other feature of the PPC. Any thoughts?

There are a few. I use Pocket Hack Master (http://www.handango.com/brainstore/PlatformProductDetail.jsp?siteId=311&jid=4F8BXE642AED45F5FFBAFBF328CX896D&platformId=2&productType=2&productId=87370§ionId=0&catalog=30), which is very powerful and can be used on most (if not all) current PPC's.
The only drawback to overclocking your PPC is increased drain on battery life. PHM has built-in settings that are specific to each PPC. If you use one of those, you won't have any problems. If you do something different, you may end up having to hard-reset your device.
I've been using it for almost a year without any problems.
