Anybody know anything about high encryption on Windows Mobile 2003?

Have there been any big changes for Windows Mobile 2003 in the
high encryption area? Our app requires 128-bit encryption, so for
Pocket PC 2002, we had to make sure that the high encryption patch
was installed on the device.

Now we can't get a new Dell Axim with WM2003 to open the encrypted
files!

I've seen conflicting information in Usenet and on the Web. Anybody
have any ideas?

It is installed by default and should be part of Windows Mobile 2003.
