I'm still learning so forgive me if this is a dumb question. Can I use the XDA II with Sprint? If so, then the XDA II can't be SIM-free right? Thanks,

No, but it has nothing to do with the SIM. The XDA II is a GSM device, while Sprint runs a CDMA network. Even if you get an "unlocked" XDA II device, that will only enable you to run on third-party GSM networks, like AT&T/Cingular/T-Mobile in the US...

You stated that even I get an unlocked XDA II that I will only be able on run on thir-party networks in the US like ATT, Cigular, etc. I'm not sure what you mean by third-party? Also, I want to be able to do is use the XDA II with local ATT carrier (US). Thanks,

Does anyone know if Sprint / Verizon / AllTel / Nextel / etc.. have any plans to go from CDMA to GSM or at least support GSM?

They will definitely not be moving to GSM for the foreseeable future. Well, at least the first three. I don't know what Nextel's long-term iDEN transition plan is... but as for CDMA, it's a very effective technology and it wouldn't make fiscal/spectral sense to switch.
