an internet provider set up a wi-fi service for the entire town
on the roof of a hi-rise (13 stories) little town.
on a subscriber base ,handy when i working near there
but i never heard of any out side of large city's

Austin Wireless (http://www.austinwireless.net/cgi-bin/index.cgi), Bay Area Wireless Users Group (http://www.bawug.org/), BC Wireless (http://bcwireless.net/), Elektrosmog (http://www.elektrosmog.nu/), Houston Wireless (http://www.houstonwireless.org/), NovaWireless (http://www.cawnet.org/), NYCwireless (http://nycwireless.net/), Personal Telco Project (http://www.personaltelco.net/static/index.html), SeattleWireless (http://seattlewireless.net/)

To name a few. Of course, these don't have the coverage percentage-wise that the one you listed has.

(very small town)
That's a large reason why. Any town that's slightly larger, or hillier, or if it has bigger buildings, it'll be very difficult to blanket cover without a lot of base stations.

Of course, if you happen to live near a college, many campuses are well covered. I've been taking a lot of college tours these days with my son (who's a high school senior), and have been pleasantly surprised with the number of wireless campuses.
