There are many mp3 streaming applications. I personally use GSPlayer, but PocketMVP can stream too I think.

well does he want, do you want to play mp3's on your ppc, or actually listen to the radio on your ppc throught the internet?

Streaming and controlling music on your PC is easy, but finding sites to stream from is not.
