differnce between Professional vs Premium?

my job involves selling pda's and i was looking at hp site and noticed that the 19 series comes with
"Microsoft® Windows® Mobile 2003 Professional software for Pocket PC"
and the 22 and 55 series comes with
"Microsoft® Windows® Mobile 2003 Premium software for Pocket PC"

whats the difference?
