NS Basic is the only tool I'm aware of to allow development on the device itself http://www.nsbasic.com/ce/
This is an interpreted language.

Sadly even thought the author offers it for sale the support had dropped through the floor.

However on the plus side there are a number of resources for support listed on the site and you can locate other web sites which are stepping in to help folks learn it and answer questions.
