I am considering a factory refurbished 5455 with PPC 2003 or a 2215. Why do even consider the 5455? I don't know, I just do. Either unit can be purchased from $359-399.
So any suggestions?

IF you can get either for the price range you mentioned, then you have to consider Wi-Fi. If you don't need it built in, but can live with a CF or SD solution, go with the 2200. If you want it built in, then the 5400 is the one to get.
The 2200 doesn't have a lot of accessories yet; but the 5400 can use most of the 3000 series accessories, including most keyboards, tho you may have to wait for drivers for WM2003.
Many people like the 2200 because its small, has both CF and SD slots and is native to WM2003, which is faster than the 5400 upgraded in real life.
Just my thoughts...
Let me know if you have any more questions...

Go for the h2210 if you want a new, slim, fast, dual CF + SDIO slots and WM2003 ready.
Or, go for h5450 if you want finger print security, 3.8" screen, 20 MB ROM storage, built-in WiFi and most important: "Expansion Packs" you can add the following: CF, CF+, PC, PC+, dual CF, dual PC, dual CF & Mem_Stick, GSM/GPRS sleeve, GPS, Multimedia sleeve, camera, and more…. There are slim sleeves called Sliver Sliders. (http://www.silverslider.biz/)
Quick list from eXpansys! (http://www.expansys.com/accessory.asp?code=IPAQ5000&atype=Expansion)
I am a big fan of the h2210, it is a great device with built-in CF & SDIO, but I cannot live without my PC sleeve, so I'll keep my h5450
