storage vs program memory?

Whats the difference? Is it storage is games/apps/etc that are installed and documents (like hard drive space) and program is memory available to running programs (like RAM)?

Program space is what the device uses for memory while applications are running (kinda like ram and swap on a desktop) while Storage is where programs are stored, like the hard drive.
