VPN and Campus Websurfing

Hi all,
Is there ANY way to set up a VPN connection on PPC2002 so all IP traffic goes through the VPN and not just DNS names without a dot? My campus will soon make VPN use required and they do not use a web proxy of any sort. Is the VPN client built into 2003 any better?
