It depends on which pocketpc you have. There is an SD one out for the HP iPAQ which is discussed http://www.pocketpcthoughts.com/index.php?action=expand,16468 .
But there are other CF camera cards available have a look at the Pretec http://www.pretec.com

There was a TV tuner expansion sleeve for older iPAQ's at one point. But better still record shows on your desktop and transfer them over and play them with pocketTV or pocketMVP. If you really want live TV then i'd buy a pocket LCD TV.
