is there a way to play mpeg 4 on the ipaq?

Not that I know of. DivX is based on the MPEG4 codec (http://www.wikipedia.org/wiki/DivX), so your best bet would probably be to use VirtualDub (http://www.virtualdub.org/) to convert it to the most recent DivX release (http://www.divx.com/divx/) and play it with PocketMVP (http://home.adelphia.net/~mdukette/downloads.html#PocketPC). If you're running WM 2003, you'll want to use this one (http://www.wincesoft.de/html/pocket_divx.html) instead.

Can you be more specific. How was it encoded?

it was encoded from the panasonic sv-av20. Its a little camcorder.

In Explorer, right click on the file and select properties. Click on the 'Summaries' tab and tell us what it says about the Video Compression.
