I read in Pc Magazine that there is a change in how PPC 2003 deals woth the time zone dilemma. Is this right? What is the change?

Do you mean how appointments get displayed at a different time if you change the time zone you're in?

It would be nice if they fixed that issue.

In the Aug 5 edition under First Looks it has an article that comments on the new software and hardware. It says in the first column: "...many PIM improvements, such as optimized searching and improved time-zone handling."
The problem I have is that I often travel to different time-zones and have things in my calendar that are schedeuled to happen every week or day at the same time no matter where I am. I know that Correct Time and other programs are there to partially help with this issue, but the best would be a check box that just informed Outlook that it should ignore the time-zone for this appointment.
If you change time-zone on your computer or PPC birthdays for example will now happen an hour or two or three before or after the day they are scheduled on....

Keep in mind that it is not broken. It is by design that the time of an appointment changes, if you change the base time zone. There are legitimate scenarios in which this actually makes sense.
I doubt that they would make a fundamental change in the way the OS handles internal dates and times, or in the way Outlook handles things, whether on the PPC or desktop/laptop . It is usually better not to radically change how something operates. Too many folks are used to it, whether they think it is wrong or right.
If something did change, I would look for a setting that could alter the norm, or a way to specify the time zone when entering an appointment. (the later was covered by a number of third party offerings).
Hopefully they did make some allowance for those of us who think the current behavior is wrong, without messing up those who think it is right.

I think it is badly broken with the way it treats all-day appointments. If I enter one of these on the 3rd of August I want it to stay that way regardless of time zone changes. It relates to the day, not 00:00 to 23:59 GMT!
I captured a whole lot of birthdays when I was back in NZ at Easter and on returning to the UK, Outlook has moved them forward in time 13 hours. As far as I am concerned this is totally daft and makes no sense.

well yeah, in certain cases ... i guess you can set the reminder or something but i guess it would be easier if they asked but then again that would complicate stuff..... for alot of people...

Actually, I could argue that one either way. If I want to call my friend who lives in another time zone on his birthday, I should probably make sure he gets the call on his birthday, not before or after. In that case, floating an all-day appointment relative to the time zone makes sense.
However, before we rehash this topic too much, please read the "Changing time zones screws up appointments" thread (http://www.pocketpcthoughts.com/forums/viewtopic.php?t=6890) for more than you'll ever want to know about this issue. I suggest only discussing whether or not Windows Mobile 2003 made any time zone changes here, and posting philosophical discussions about the usefulness of shifting appointments in the referenced thread.
